A reckless young mouse named Ralph makes friends with a boy in room 215 of the Mountain View Inn and discovers the joys of motorcycling.

After a motorcycle accident, Tetsuo is taken away to a military lab, and when his friend Kaneda tries to rescue him, he discovers that Tetsuo has been the victim of an extreme experiment.
